Peter Claverton K. Lokiru was among the pioneering Karimojong students to attend Moroto High School, the first secondary school established in Karamoja, in 1965. Born in 1939, during the British colonial rule in Karamoja, he witnessed life before the introduction of formal education and its related infrastructure. Prior to his schooling, he lived through the era of British governance and subsequent administrations. He pursued further education at various institutions, earning a range of qualifications from bachelor's to master's degrees in Business Management, along with several diplomas. His expertise was further honed through management training programs, and he spent considerable time conducting research with university faculty. As an experienced manager and trainer, he served in the government as a Member of Parliament during the Uganda National Liberation Front and later as a Resident District Commissioner. His extensive experience in Karamoja has provided him with a deep understanding of the region's history from the colonial period to the present.
